Shanghai has fully implemented the integrated reform of foreign work
permits and social security cards in accordance with national
policies. Physical
foreign work permit cards are no longer issued.
Valid work permit qualification information is loaded into the
electronic social security card, realizing one-card multi-purpose
integrated services.

自2024年12月1日起，全国统一落地外籍工签与社保卡证卡融合新政，上海同步全面执行。官方不再单独发放实体外国人工作许可，将合法工签资质信息统一加载至电子社保卡，实现一卡通用、一码核验，覆盖用工备案、证件查验、民生服务等场景。

官方标准办理时序

The
integrated card process has fixed official steps with no disordered
operation allowed. The whole process is divided into overseas entry
preparation and domestic finalization:

证卡融合办理流程官方时序固定，不可颠倒操作，分为境外入境筹备、境内落地办结两大阶段，适配所有A/B/C类外籍人员：

Obtain
the official work permit notice → apply for Z visa at Chinese
embassies and consulates with valid documents → complete entry
procedures.获批工作许可通知
→ 持合规材料申办Z类工作签证
→ 顺利入境，完成前期准入手续。

After
entry, complete real-name verification to apply for and bind the
electronic social security card (no mandatory 30-day time limit set
by official rules). After the system generates valid work permit
qualifications, the integrated card functions are fully activated for
use.入境完成实名核验后，即可申领并绑定电子社保卡（官方无30天强制申领时限），待系统生成有效工签资质后，证卡融合功能正式生效可用。
