6月26日是“支持酷刑受害者国际日”。酷刑在任何社会都没有立足之地。任何情况,包括战争和公共紧急情况,都不能成为使用酷刑的理由。然而,世界各地有成千上万的人继续遭受酷刑和其他虐待,而肇事者往往逃脱了惩罚。
26th of June is the International Day in Support of Victims of Torture. Torture has no place in any society. No circumstances, including war or public emergency can ever justify the use of torture. Yet, thousands of human beings around the world continue to be subjected to torture and other ill-treatment, with too often total impunity for perpetrators.
比利时致力于使用一切可利用的手段对那些进行这类可憎行为的人进行问责。我们声援所有的酷刑受害者及其家属,并重申我们在全世界范围内和所有情况下打击酷刑的坚定决心,尤其是在拘留监禁场所。作为欧洲安全与合作组织(欧安组织)的成员,比利时积极为欧安组织打击酷刑的工作作出贡献。
Belgium is committed to using all available tools to promote accountability for those who engage in these abhorrent practices. We stand in solidarity with all victims of torture and their families and reaffirm our strong determination to combat torture worldwide and in all contexts, notably in places of detention. As a member of the Organization for Security and Cooperation in Europe (OSCE), Belgium actively contributes to the OSCE’s work in the fight against torture.

俄罗斯对乌克兰的侵略战争导致了更多的暴力和强烈的痛苦。这是不能被接受的。人们应该注意到,在任何时候,包括在战争情况下,酷刑都是不可容忍的。正如欧盟外交事务高级代表和欧盟委员会副主席约瑟夫·博雷尔所指出的,“欧盟对俄罗斯对乌克兰的非法侵略战争中报告的大量酷刑、法外处决和其他暴行表示遗憾。这些行为将不会不受惩罚。不仅是在乌克兰,而且在全世界,严重侵犯和践踏人权的肇事者必须被追究责任”。
比利时强烈谴责俄罗斯侵犯人权的行为,并与欧盟站在一起,支持乌克兰为实现和平做出的努力。
The Russian war of aggression against Ukraine has led to greater violence and intense suffering. This is unacceptable and it must be a call for attention that torture is not tolerable in any context, including in a war scenario. As pointed out by the European Union High Representative for Foreign Affairs and Vice-President of the European Commission Josep Borrell, “the EU deplores the numerous reported cases of torture, extrajudicial killings and other atrocities in Russia’s illegal war of aggression against Ukraine. These acts will not go unpunished. The perpetrators of serious human rights violations and abuses, not only in Ukraine but all over the world, must be held accountable.”
Belgium strongly condemns Russia’s violations against human rights and together with the EU supports Ukraine’s efforts to achieve peace.
