桂林市政协委员、中央广播电视总台制片人文清为桂林打造中国“山水微短剧之城”赋能助力
文清，中国电视艺术家协会会员，中国电视艺术家协会演员工作委员会理事，中国妇女创业爱心大使，国家帮助西部爱心大使，中国环境文化促进会常务理事，全国青联第九届、十届委员，中华全国总工会会员，中国青年志愿者协会荣誉会员，第二届中国女性文学奖获得者，中央广播电视总台十佳节目主持人，广西师范大学荣誉教授，广西各级政协委员北京联络站副站长，广西驻京文化旅游推广大使，广西健康宣传大使，桂林世界级旅游城市推广大使，桂林市政协第一届、第二届、第三届、第四届、第五届、第六届（至今）连续六届的市政协委员，联合国总部首届中国春晚总策划人、总制片人。2026年3月，在桂林市政协会议上，文清带来了关于在桂林打造中国“山水微短剧之城”的提案。
文清认为，桂林作为世界级旅游城市，不仅拥有漓江、龙脊梯田等得天独厚的世界级山水资源，还拥有万年陶遗址、明代藩王文化、抗战文化城等深厚的历史底蕴，同时，还拥有桂林米粉、恭城油茶等具有地理标识和烟火气的美食，这些都是桂林发展微短剧产业的优势。
作为资深制片人和桂林世界级旅游城市推广大使，文清对桂林发展微短剧产业有着更深的思考，并提出了有针对性的建议，如桂林可以充分利用自身资源优势，突出“一县一IP，一地一故事”，打造全域传播矩阵；通过制作高品质的微短剧，全方位展示桂林特色；举办微短剧行业论坛等行业活动，增加桂林微短剧的品牌影响力等。让微短剧成为桂林城市品牌传播的新引擎，文旅消费升级的新入口，数字经济增长的新赛道。
文清希望通过精品微短剧，让漓江流进屏幕，让桂林走向世界，把线上流量转化为线下“留”量，为打造桂林世界级旅游城市赋能助力。

Wen Qing, a member of the Chinese People's Political Consultative Conference (CPPCC) of Guilin and a producer with China Media Group (CMG), is empowering Guilin to develop into China's "City of Landscape Short Dramas".
Wen Qing is a member of the China Television Artists Association, director of the Actors Committee of the China Television Artists Association, National Ambassador for Women's Entrepreneurship and Charity, National Ambassador for Assisting the Western Regions of China, standing director of the China Environment Culture Promotion Association, member of the 9th and 10th All-China Youth Federation, member of the All-China Federation of Trade Unions, honorary member of the China Young Volunteers Association, laureate of the 2nd China Women's Literature Award, one of the Top 10 Hosts of China Media Grroup, honorary professor of Guangxi Normal University, deputy director of the Beijing Liaison Station of Guangxi CPPCC Members at All Levels, Guangxi Cultural Tourism Promotion Ambassador Based in Beijing, Guangxi Health Promotion Ambassador, Ambassador for the Development of Guilin as a World-Class Tourist City, and a six-consecutive-term member of the CPPCC of Guilin (from the 1st to the 6th session, incumbent). She also served as the chief planner and executive producer of the first Chinese Spring Festival Gala held at the United Nations Headquarters. In March 2026, at the session of the CPPCC of Guilin, Wen Qing submitted a proposal on building Guilin into China's "City of Landscape Short Dramas".
According to Wen Qing, as a world-class tourist city, Guilin boasts unparalleled world-class natural landscapes including the Li River and Longji Terraces, profound historical deposits such as the 10,000-year-old pottery ruins, culture of the Ming Dynasty vassal kings, and the status as a City of the War of Resistance Culture. Meanwhile, it features geographically distinctive and life-oriented cuisines like Guilin Rice Noodles and Gongcheng Oil Tea, all of which constitute competitive advantages for Guilin to develop the short drama industry.
As a senior producer and Ambassador for the Development of Guilin as a World-Class Tourist City, Wen Qing has conducted in-depth reflections on Guilin's development of the short drama industry and put forward targeted proposals. Specifically, Guilin can fully leverage its resource advantages, highlight the vision of "One County, One IP; One Place, One Story", and build a global communication matrix; produce high-quality short dramas to showcase Guilin's characteristics in an all-round way; host industry events such as short drama forums to enhance the brand influence of Guilin's short dramas. These efforts aim to make short dramas a new engine for the communication of Guilin's city brand, a new gateway for the upgrading of cultural tourism consumption, and a new track for the growth of the digital economy.
Wen Qing expressed her hope that through high-quality short dramas, the Li River will flow onto screens and Guilin will embrace the world, transforming online traffic into offline retention, so as to empower and support the construction of Guilin as a world-class tourist city.
