The move builds on more than a decade of work to modernize vaccination services. Since 2011, Shanghai has steadily advanced the digital management of immunization services, establishing a comprehensive information system under which residents’ vaccination records are fully digitized.
The upgraded electronic vaccination certificate officially went live on the city’s “Suishenban” government services platform on January 1, 2025. As coverage continues to expand, the certificate now integrates multiple functions, including vaccination appointment booking, access to and download of personal immunization records, verification of vaccination credentials, queries for vaccination clinic locations, and QR-code-based check-in for vaccinations. By consolidating services into a single digital credential, the system addresses common drawbacks of paper vaccination booklets, such as inconvenience and risk of loss, while significantly improving service efficiency.

The digital certificate is particularly helpful for families. Parents can more easily track their children’s vaccination status and manage appointments, while parents of students can use the “certificate verification” function to complete self-checks and downloads required for nursery, kindergarten, and school enrollment. The system also helps identify missed doses so that catch-up vaccinations can be arranged in a timely manner.
数字证书对家庭具有显著便利性。家长可便捷追踪子女疫苗接种状态并管理预约，学生家长则可通过“证书验证”功能完成幼儿园、学前班及学校入学所需的自我核查与文件下载。该系统还能识别漏种情况，从而及时安排补种疫苗。
To better serve residents with overseas travel needs, foreign nationals living in Shanghai, and international students, multilingual versions of the electronic vaccination certificate have recently been launched. In addition to Chinese, the certificate is now available in English, French, German, and Arabic, further extending the reach of Shanghai’s public health services.

Who Can Apply

Anyone with a Shanghai electronic vaccination record is eligible to apply. Individuals may apply for themselves, while minors and people without full civil capacity may have the certificate applied for on their behalf by close relatives or guardians. Foreign nationals as well as residents from Hong Kong, Macao, and Taiwan are also eligible.
凡持有上海市电子疫苗接种记录者均可申请。个人可自行申请，未成年人及无完全民事行为能力者可由近亲属或监护人代为申请。外籍人士及港澳台地区居民亦符合申请条件。
How to Apply

Applicants can log in to the Suishenban app or mini program, complete real-name verification, and enter the “Electronic Vaccination Certificate” module to apply. For applications made on behalf of family members, users can switch to the “family member” page and follow the prompts to complete basic information.

In some cases—such as applications made using a recipient barcode—additional information may be required. Applicants may need to visit a vaccination clinic to supplement identification details.

When attending a vaccination appointment, users can present the digital certificate or QR code through Suishenban for scanning at the clinic. In line with national requirements, the electronic certificate is currently used in parallel with paper vaccination records, and residents are still advised to bring their paper booklet when receiving vaccinations.
