Implementation
Date: Fully implemented from April 15th, 2026; paper permits within
the validity period can still be used normally.实施时间：2026年4月15日全面实施；旧版纸质边防证在有效期内，可正常使用。Application
Method: Foreigners, Hong Kong, Macao and Taiwan residents, and
people under 16 must apply on-site at offline windows; online
application is only available for mainland Chinese citizens.办理方式：外籍人士、港澳台居民、未满16周岁人员，必须线下窗口现场办理；线上办理仅面向大陆公民。Policy
Basis: Implemented in accordance with the Measures for the
Administration of Border Control Area Passes and relevant
regulations of the Exit-Entry Administration.政策依据：依据《边境管理区通行证管理办法》及出入境管理相关规定实施。

Foreigners
applying for electronic border permits are mainly for entering border
areas in China, including but not limited to:

外籍人士办理电子边防证，主要用于进入我国边境地区，包括但不限于：

Tibet,
Xinjiang, Yunnan and other border areas; applicable for travel,
photography, academic investigation, work and other legitimate
purposes (illegal activities are strictly prohibited).

西藏、新疆、云南等边境区域；适用于旅行、采风、学术考察、工作等合法用途（严禁用于违法活动）。

Valid
passport + valid Chinese visa/residence permit.有效护照+中国有效签证/居留许可。Accommodation
registration certificate (handled within 24 hours after check-in in
China).住宿登记证明（在华入住后24小时内办理）。Detailed
itinerary (including travel/working time, location and purpose).详细行程单（含出行/工作时间、地点、目的）。Completed
Border Permit Application Form (obtained at the handling window or
official platform).填写完整的边防证申请表（可在办理窗口或官方平台领取）

County-level exit-entry administration bureau or designated police
station; no need to go to border areas in advance.

办理地点：县级出入境管理局或指定派出所；无需提前前往边境地区办理。

Time
Limit: 3-5 working days (no expedited service, please arrange time in
advance).

办理时限：3-5个工作日（无加急服务，请提前规划时间）。

Common
Mistakes

高频避坑（避免耽误行程）

These
are the most common mistakes that lead to rejection or being turned
back, please pay attention:

以下是最易导致拒签、被劝返的常见错误，务必注意规避：

No
border permit: Being turned back directly when entering Tibet,
Xinjiang and other border areas, and cannot continue the trip.未办边防证：进入西藏、新疆等边境地区时，被直接劝返，无法继续行程。Missing
material translation: Foreign-related materials (passport,
itinerary) are not translated into Chinese, leading to rejection.材料缺翻译：涉外材料（护照、行程单）未翻译成中文，直接被拒。Inconsistent
addresses: The address on the accommodation registration is
inconsistent with the itinerary, which is deemed untrue and
rejected.地址不符：住宿登记上的地址与行程单地址不一致，被认定为信息不实而拒签。
