But that proposition is built on a false premise — that China's scientific progress must necessarily be understood through the prism of US strategic competition.
That premise says less about China's intentions than about Washington's.

The two will rendezvous and dock in lunar orbit before astronauts transfer to the lander for their descent to the moon.
The design is a pragmatic engineering choice.
It reflects China's existing technical capabilities and infrastructure, allows the two spacecraft to be developed and standardized separately, and avoids the enormous demands of a single heavy-lift launch.
The emphasis is on building knowledge and capabilities systematically.
In the eyes of some in Washington, the Apollo Program remains an enduring symbol of US technological prowess and national prestige.
The prospect of China also sending astronauts to step foot on the moon obviously touches a nerve, particularly at a time when the US is attempting to constrain China's technological development.

The more consequential question is what kind of future the two countries, alongside other partners, want to build in space.
China's recently released position paper on strengthening outer space governance details its answer to that question.
It advocates peaceful exploration, equitable access, openness, shared benefits and international cooperation, with the United Nations as the principal channel for space governance.
It also calls for preventing an arms race in space, reducing strategic misperceptions and giving developing countries a greater voice in shaping international rules on the use of space.
China's space program has been both a beneficiary of and a contributor to international exchange and cooperation.
